when is it time to say no to putting in a hot cam?

i think its slightly damaged from lack of lube but its not missing chunks. there are pieces of metal all up in he rocker assembly. 3 or 4 of the lobes have visible and deep enough ruts i can feel them with my fingernail.

Is this safe to use on a junk motor that smokes anyway?
