B18b1 valve seals

Default B18b1 valve seals

So iv been going threw valve seals cause as far as i know there suppose to sit all the way down like it originally did . So i bought some new ones from Honda cause the ones I bought online didn't sit flat on the exhaust side.. but now with the new ones from Honda they don't sit flat either on the exhaust side and I wanted to know if its normal for it to sit like in the picture?

The intake side sits perfectly fine but not the exhaust side and the bottom retainer has play in it... the bottom picture is the intake side

I checked a B1 head in the garage...looks just like your's...
intakes flush, exhaust sitting high.
Maybe your guides are worn out, if it's smoking you're getting.
