personally, i would suggest using a turbo... depending on where you look, i think you could come across some pretty good stuff for less than 10k.
i'm just guessing on some of the prices because i haven't looked around yet, but you did say free labor; free labor is key.
h23 block- built with forged 8:1 pistons and hefty rods - about 2k
(really unsure about head prices) head + headwork + cams - 4k

exhaust manifold - 200
wastegate - 100
downpipe - 100
tires - 300
electronic junk (includes gauges) - 1200
intake manifold - 150
fmic - 700
heavy clutch - 250
9500, leaves room for whatever i might've missed... or whatever you break the first run
some prices might be a little high and some a little low... but i think i got the ballpark right. you might not need such extreme headwork, so you could assemble all the parts you know you'll need and give it a shot, then add parts as necessary.

In the NW there seems to be some big dollar turbo cars, and we want to avoid the spending war. 11's would be the fastest all motor in B.C. (that I know of), and that's what we want. hell, 11's isn't really that fast, but it's a starting point.
