Which makes little sence knowing that damn near every non-import in the NHRA has an aftermarket block under the hood. Its safe to say the NHRA can only hurt itself buy limiting what people can use and/or do to make their car faster or better.

That is a good question, I think the idea was cost containment, but I don't know what costs more, buying a Dart block or sleeving a stock one. Also I think the idea is for the engine to actually be available in a production vehicle in runs of 5000 or more or something like that. So real racers, what has more "power potential" a properly sleeved stocker or the Dartsky? What costs more?

Sleeving an OEM block costs somewhere in the neighborhood of $1000. Add the core cost of the block, and you could still have 3 of them for the price of one dart block.
As for power potential, I'm sure there is a reason that most of the high horsepower Honda's are running OEM blocks.
