Are there any bolt in cages that are nhra legal?

NO. The only "bolt-in" portion that is accepted are the gussets (6"x6") plates on the floor board. The gussets that the main hoop are welded to. The other gussets need to be welded to the car (usually the frame rail in the rear). The only other "bolt-in" anything that is accepted is the swing-out door bar.
