Default Question on 1983 Civic interior fuse box panel

Hello friends,

I'm trying to get my 83 Civic 1300 FE back on the road, but I'm having some electrical issues, and upon review of the 83 Honda Civic service manual, the fuse box panel sticker, and the actual fuse panel itself, I'm just left with more questions.

As we can see, the fuse panel has slots for 16 buss style fuses (this is how I removed it from the car, there was no fuse in the "16" slot, but I can tell this is a fuse slot, not just a "dummy" slot for an extra fuse like the three to the right of it):

The fuse panel cover has a sticker that identifies the purpose behind "most" fuses (note, it numbers 14 fuses)

The service manual shows 16 fuses (we'll call it 15, since it refers to the main fuse in the engine bay as fuse "1", leaving 15 fuse-box fuses in question, still one short of what is actually on the fuse box)

The service manual basically goes in reverse order, from left to right: "15" to "2", those all match with what is listed on the fuse panel cover from "1" to "14".

This leaves fuse spots "15" and "16" on the actual fuse box unknown (unknown to me at least).

The service manual lists a fuse for "Cranking Solenoid Valve, Cranking leak solenoid valve", but it is unclear where this fuse is located in the fuse box, I assume slot 15 or 16, but that still leaves one mystery slot available.

I'm hoping someone with more knowledge on the 2nd gen civic wiring/fuse box might be able to state what the 15 and 16 slot on the fuse box is for?

moonroof/sunroof maybe? Whatever Honda calls them. I know the S model overseas got one or at least had an option for one.

Did you continuity test it? Is it 12v hot or switched hot?

Strange... maybe it's for a CA emissions car? I think they had extra solenoids and stuff under the hood.

My car is an original Tx car, and my fuse box is exactly the same.

It's gotta be for something non-USDM and/or probably options/accessories
