Default Shock sensor and proximity sensor always on?

I was looking at my sensors today and it seems that even when the alarm is disarmed lights still turn on when I tap the shock sensor or If I walk within the proximity sensor. Is there an explanation for this? I thought the "ground when armed" wire on them only turns it on when the car is armed. These are plugged directly to the brain and I've also checked with a multi meter on the ports itself and I'm getting about 11-12 volts whether armed or not.

whoever wired it, did it wrong. Fix it before it drains the car battery.

It's plugged directly to the alarm, there's no other wires other than what it came with. Plug and play, alarm brain defective?

If that's the case, the alarm module is screwed up.
