No, it doesnt' work that way. It is not GPS (it is more of a homing beacon), it can't tell how fast you are going, and it is not an invasion of privacy because you decide whether you get it or not (not to mention the only way to turn it on is to file a stolen vehicle report). Also, it is nothing like what is used in rental cars.
