Start with a good deck. You'd be surprised how good stock speakers can sound with a tad more power.

Everything to do with SQ depends on the HU you have, also what you will be able to do without replacing the HU, EG; if you plan on adding a sub, then the HU should have a dedicated sub pre-amp output.
You should start by deciding what you want your system to consist of eventually and pick a HU accordingly, spend a little time building the system, it will not hit the wallet as hard all at once, and you end up with a better system.

Get components for your system in this order...

1- HU
2- Sub(s) and amp
3- Front speakers
4- 2ch or 4ch amp for high-pass
5- Rear speakers, [mid-range/mid-bass no tweeters in the rear].

Although you can go out and get all of that with a $600-$700 budget, a good HU will set you back $250-$500, depending on features and quality, that's why it is important to know what you want out of the system, no point in paying for a HU that has a lot of features you are not going to use, EG; if you never plan on adding a sub, you do not need a HU with "sub out". 94

If I were you I'd start with dynamat because road noise is the worst setback to the SQ in a car.

Get a new head unit. Then get whatever is important to you. If lots of bass, then get a sub, if better mid/high-range, then get speakers + amp. Also leave some money for sound deadening.

I agree. Start with the headunit first. Then work on the speakers!

I say go with a Alpine or Pioneer headunit. Pick one with the features that you want. I.E. Ipod connectivity, mp3, sat. radio, etc. I recommend the Alpine 9856, it has the features I just stated and sells for around $200.
