Default problem bogging

ALright I have searched far and wide for the answer to my problem and know one knows so maybe someone out there can help me!! First off here is my setup:

B18c5
endyn 12.8:1 pistons
ctr cams
hondata s200
310cc injectors
crane ignition
all the other small stuff....

Anyways here is my problem. The car tends to bog momentarily just driving normal down the road. Also when the car is started from a cold start the gas has to be pressed in to hold the cars idle or it will just die. Once it warms up it will idle on its own. The other thing is when I am coming to a stop and down shift I can watch my voltage go from about 13.8 to about 11.3 volts. Here is what I do know its not the computer, the injectors, the alternator or the ignition box.
Please Help!!!

I did a swap for a guy and his car does the same thing.............I have tried several things and the stumble along with the car not cranking good from cold start is still there.

He has a OBDII to OBDI conv. harness.......I think this is the problem!!!
