One of our work trucks has a messed up radio ****. Every time you turn it up it randomly goes really loud or really quiet.

I am having the same problem with my 2007 CRV. I can control the volume on the sterring wheel, but it goes crazy on the ****.

For all those above besides you... the fix is obviously to replace the radio because the **** is not replaceable. This is what "Broken" means...
Now for you, either forget the **** and keep using the steering wheel controls until they stop working too OR replace the radio to fix the ****.
