2002 rsx type s wont start

2002 rsx type s wont start
This is my first k series, done about everything there is to do on a b...
Bought it from a guy who had the intake torn off to change the starter... Could tell he didn't know what he was doing because he had it all apart ( throttle body fuel rail injectors radiator all taken off ).
Said it ran before starter went bad though so i picked it up and put it back together just enough to see if it'll run ( did not put rad back in yet ). Now I've got fuel, spark, and good compression but does not start... Turns over but doesn't even try to start. Even with a shot of starting ether doesn't Even pick up at all. Like i said pulled the plugs and am getting spark, but the plugs are getting wet after trying.
Given the good even compression and that it supposedly ran before I'm thinking its not timing.
Is there something stupid and little I might have missed when reassembling that would prevent it from starting? A lot of sensors in not familiar with now. I didn't notice any grounds coming off the intake either if there are any.
One last note, I took a lighter to the wet gas smelling spark plug but it did not ignite. I did pop the fuel lone and drain some though that did, but it smelled old. Are these particularly touchy with old sitting gas?
