vtec problem
i have a 98 acura integra type r, and i replaced the motor in the car with a 2000 type r motor, vtec dont work and the rpm gauge dont work ethier.
no check engine light code ethier

The 2000 ITR harness is OBD2B. Your p28 ECU for a 98 ITR would be OBD2A. Maybe that is the problem?

I understand the oil pressure issue, however, that does not explain that fact that his tach isnt working. Thats why I thought it might be the OBD2A ECU with an OBD2B harness issue. The ECU wiring is a wee bit different between the two.

As far as the Male/Female ends of the harness/ECU, I always thought that the OBD2A will fit OBD2B, but it has a different wiring schematic. A OBD2 harness will not fit an OBD1 ECU(such as the P28), but since he had it on his OBD2A 98 ITR configuration, he either had the OBD2A-OBD1 conversion harness, or ordered the hondata or similar ECU with the OBD2A female sockets.
