Given these stats, I don't think you'll win. Because, if you don't VTEC in your ITR, you're limited to 5,699rpm. Even though ITR has good gear ratio, that's just too small of a power band to play with. I mean, LS also has DOHC so, it's got just about the same oomph off the line (if not more) than you do.
BTW, are you bored again at home?!?! hehe.

Are you giving the LS owner some sort of handicap?
I'm not sure about LS vs. ITR, but I always imagined that the B18b offers more torque in the lower half of the RPM band whereas the B18c5 is more high-strung.

Well I have a 2000 LS. And a friend of mine has 92 SI Hatch with a Type R motor his **** is fast too but when I raced him when his car was cold. It was a heads up race. Funny ****
