Default OT: Odd Tech question

I always noticed how some oil filters like to claim that their product has a anti-drain valve in order to retain some oil and protect the motor during start up. But when you replace with a new filter, I never pour oil into the filter (most of it would spill anyways). So technically speaking, would you be at risk during startup immediately after an oil filter change (being that the new filter is bone dry)?

the filter will get oil in it has you put it in the engine. try yo put oil in and have no fileter on. you will be filling forever
