What exactly does ecu chip do?
It is a chip that store the needed data to calculate the control for your engine. Its data is like the harddrive in your computer but store a different set of data and program.
From what I know, the difference between aftermarket and OEM chip is the data in the aftermarket is more "performance oriented" or "aggressive". It doesn't mean that it is better quality, but just that you trade off different aspect of the engine like fuel consumption, emission, performance, torque, etc for different RPM and temperature, etc.

unless you have JUN internals, do not get it.
judging by your knowledge i'd say stick with bolt-ons only.

I'd never trust any ECU ROM programming to just anybody. You never know what kind of values they put into the ECU's and for what mods they had in mind.
Let somebody reputable reprogram your ECU...especially if it has to do with the fuel and ignition timing tables.
