Welding hole on SS DC 4-2-1 header

Welding hole on SS DC 4-2-1 header
Thinking about buying a used SS DC 4-2-1 header for my 94gsr, but it has a additional 1" hole drilled in on the top part of the bottom piece of the header. Is it possible to filled the whole back in or weld a piece of metal onto it?
