Default weird stuttering problem when driving on freeway

When driving on the freeway at around 3.8-5k rpm the engine will feel like it is stuttering. it is only when i am just at 10-15% throttle, when i push more on the gas and accelerate it runs fine.

the sensation is that you are going over a bumb.

i just rebuilt the motor, i have about 3k miles on it. this just started happening within the last 1k miles.

i have checked all of the major things. i just had my car dyno'd and tuned today. when we pulled up the fuel map on the hondata chip. everything looked fine.

i thought it could be the fuel pump, that would be either on or off.
i have about 30k on my fuel filter. i can get a new one, but wouldnt it be a problem all of the time and not just under a light load like driving on the freeway.

could it be the hondata is getting confused and is not sending the right amount of fuel when i am not full on the gas?

could the injectors be failing?
i have new rc310's that i am using.

i have tried running high octane gas (100) and it is not the gas.

could it be a vacuum hose that is not connected properly?

any help would be appreciated!
