is there a way to test that other than looking at the device its attached to?

 

Provide the correct voltage to it, and you should hear/see it activate.

x2.... Just hook it up to the battery to give it 12 volts.

 

ok cool, just did it. it clicked and opened and closed, so its good. now is there any way to check the fuel system, delivery and emissions, for vacuum leaks

You can use carb cleaner or propane and spray around the lines and such. If the idle changes then thats where your problem is.
