I think my IACV is dirty or broken, because when I turn on the car with
it plugged in it idles at 2000rpm, but when I disconnect it idles at
1000, is there anyway to clean it or test it?
Also the allen key screw looks like it has been moved before, am I allowed to tighten/loosen it? My friend told me that I am not supposed to touch this at all, is that true?

Take it off and spray it with carb cleaner.
