reasons for no VTEC operation include low engine oil level, VTEC solenoid not opening or the screen behind it is restricted, an engine that has low oil pressure, or an oil pressure leak to the rocker arm assembly. In some cases, when engine work is performed, a missing or damaged O-ring can cause incorrect oil pressure to the VTEC system.

Hook a gauge to the head at the front by the solenoid. There shold be a plug ya can pull out. Then you can hardwire the selonoid to keep it open to monitor pressure. Dont leave it that way for to long. Is the oil pressure safety swith hooked up.
all joking aside, what makes you think its not working? Most people write of no "pop" or huge acceleration when vtec kicks in. Not really what it actually does. If you know for sure its not, and no work as been done on the head and assuming the engine is older its probably burning oil and you might just be low. Sometimes its the simple things.
