Default VTEC Help!

Hello, before you guys start yelling at me for another VTEC thread, lol, i've done my research and nothing has solved the issue i'm having...

I have a 2000 Integra Ls with...
-jdm b18c engine and trans
-t3/60 turbo
-aem series 2 ems

I installed everything about 8 months ago and had it tuned. It ran perfect. 9psi, 260whp, 202ftlbs all stock internals.

About a month ago I pulled the head off to upgrade some parts, because I want to up the boost. Here's what I did...
-cometic 81mm .030 gasket for b18c vtec (All holes lined up)
-dual valve springs, ti retainers, cleaned my valves
-replaced valve seals
-ARP head studs
-gates timing belt
-skunk 2 LMA's

Took it to get tuned again @ 12psi and I lost 30hp since my last tune. Right at 5k rpm the power just drops out. Bottom end is strong and perfect. So the tuner said its either my turbo or somethings wrong in the head.
So I pulled the turbo off and looked and felt completely fine. To be sure I put a new spare turbo I had sitting around (ebay) T3T4. Took it to get tuned again and same issue, so he said its in the head and its MECHANICAL.

So the nightmare begins...
Here's what i've done to try and fix the issue with no luck so far...

-Checked oil level
-changed oil from 10w-40 to 5w-40
-checked oil pressure. warm idle 25-30psi @900rpm, 80psi + @3000rpm
-checked oil pressure right by the VTEC solenoid 75+psi ( manually engaged VTEC with 12v to spool valve and gave it throttle)
-checked spool valve, VTEC solenoid, gasket, screen, everything clean and no clogs.
-checked rocker arm shafts for clogs
-checked rocker arm locking pins and pressure spring
-put my stock LMA's back in
-checked for wear on the cam journals, rockers, cam lobes
-valve lash is good
-compression test perfect 240-245 (dry)
-o-ring under cap 3
-tps sensor is good
-vss is good
-coolant temp sensor is good
-no oil leaks, no vacuum leaks
-all new wiring from VTEC pressure switch and spool valve to ecu, continuity is good. Used test light ecu side to make sure it was sending 12v and it does. AFR under boost at 4800RPM is 11.7-12.4. I know its a little low, but VTEC still should be fine right?

I don't know what else to do. Anyone have any ideas? It would be greatly appreciated. Thank you all.

Sounds like maybe the timing belt may be off a tooth check mech timing first. set the cams to TDC and check the cam gears and oil pump to see if they line up to the tdc marks on the oil pump cover and cams.

Timing is good. Cam gears are aligned as well. I forgot to mention in the post above I also changed my distributor cap and rotor.

Used test light ecu side to make sure it was sending 12v and it does, but.... 1st gear light doesn't turn on and sure as hell no vtec, 2nd gear test light turns on and it feels like partial vtec, 3rd gear and 4th gear test light works but as soon as vtec is supposed to hit it draws back, but i can still go to 8k rpm if that matters.

I don't know what else to do. Anyone have any ideas? It would be greatly appreciated. Thank you all.
What do you mean? LIke you took them out and cleaned them?

Yes I took them out and cleaned all the carbon off them with a fine scotch pad (for metal) and wd40.

Sounds like vtec wont engage i iknow you said you checked most all things vtec related but thats all i can think off is something with your vtec not engaging.

I have stock cams with skunk2 dual springs and ti retainers. Could it be a lift issue? Would I need specific cams for the springs in order for vtec to work?

Acura USDM/JDM GSR INTAKE SIDE oNLY Valve Springs
Variable or Linear: Linear
Seat Pressure: 50lbs
Max Lift: 11.5mm
Coil Bind: 11.7mm
Pressure @ 11.5mm/.453" lift: 150lbs

Skunk 2 Valve Springs
Variable or Linear: Linear
Seat Pressure: 72lbs
Max Lift: 12.7mm
Coil Bind: 18mm
Pressure @ 12.7mm/.500" lift: ???

Put stock valve springs and retainers back in and no difference.
