torque the two side pieces? (engine block)

If someone tells you to torque the two side pieces on the engine block, what are they talking about?

I don't know you have explain yourself, maybe perhaps your engine mount...wild guess!

THis is inside the block, I can't turn the crank by hand so I don't know whats wrong.

he also said he tq the crankshaft to 45lbs
