195 = the tire width.
55 = the height from the rim in relation to the width (ex: 255/55/15 would be taller than 195/55/15) EDIT: aka tire wall... i forgot the word...
15 = the rim size

only 600 for a good set of all weather performance tire? that's a tall order to fill. Try the BFG G-force KDWS. I have a couple friends running the KD, and they love them, and the KDW and KDWS have had rave reviews. If you want to know what all those abbreviations stand for:
KD= condition, dry
KDW= condition, dry, wet
KDWS= condition, dry, wet, snow
I forgot, are you staying with stock wheel? if so, scratch what I just said, G-force tires don't come any smaller than 15s....sorry

You can get the BFG KD in 15" sizes... but they are about $150 a tire and not really designed for wet grip. The Falken Azenis is rated as one of the best performance tires available, if all out traction is what you are after. 215/45-16 Azenis is probably what I'll mount on my special project racecar whenever she's built up. Check out the autocross/roadrace forum for posts on tire choices too...lots of people with experience on many different tires.
