Timing question
ive read that these arrow are supposed to line up, they dont look like they are at exactly the same, or are my eyes playing a trick on me?

reason i ask is this. this morning i went for a brisk sunday moring drive (which i enjoyed a lot) and the car was running great then as i was getting on the highway to head to another part of town for some different back roads i was getting on the on ramp and the rpms just started to fall, no matter how much gas i gave it. it wasnt sputtering, it was just as if i wasnt pressing the gas (although it was on the floor). after a few seconds i got a very loud back fire (assuming the car went rich then the hot gas hit the air and ignited). at that moment i just shut the car off and coasted to the side of the road. after getting the car towed home (and taking my other car to get a very good frappicino) i started to try and find out what was wrong. first checked the plugs. 3 and 4 looked about right, and 1 and 2 looked a little lean. then i did a compression test which resulted in #1 - 195 #2 - 190 #3 - 190 #4 - 195 (not bad for a 227k mile motor). then with the dizzy still unhooked i put the plugs back in and cranked it over some more. when i pulled the plugs they were black, wet and smelled like fuel. then i checked the cap and rotor, both of which looked peachy kean. after hooking the dizzy back up i put all the plugs and wires on except #2. when i put the plug in the wire and cranked it over i got spark on it (figured i probably had spark on the others as well). and all that led me to pulling the valve cover to check the timing belt. im pretty sure the intake side is off and im not getting air.
now if it is off should i just take the belt off, set the timing correctly and retension? or should i just scrap this beater and stick with my IROC-Z? hehe
EDIT: forgot to add, not throwing any codes.

If I am reading that correctly you disconnected the dizzy and turned the engine over (bumping the key I assume?) without pulling the injector fuse/ecu fuse?
If so raw fuel was dumped on the plugs.
