timing help?

i have had to replace the timing belt. and the belt seems no to tighten. i did what my book says to do. spin the motor counterclockwise about 6 times then go 3 teeth past TDC and loosen the tensioner bolt 180 degrees and tighten. well between the intake cam and the water pump pulleys its not tight i can still pull the belt off the intake cam pulley. then if i turn the motor over 3 more times between the exhaust cam pulley and the crank sprocket will be loose and the other side will be tight. is this supposed to be like this or what. if so any reason?
i have had the same problem take the belt off then losen the tensioner, push the tensioner up as far as u want it hold it while tighten it then but the belt back on, and if its still loose take the belt off push it up alittle more then tighten it down and that should work
