well its a obd0, 94-95 is obd1, 96+ is obd2

well the quick answer is, no, you wouldnt have any negative side effects. any nonvtec b series head can be put on any nonvtec b series block.
a question for you would be: what year car is this going into and what do you have to work with as far as wiring harnesses? you'll have to find out which obd you're going to be working with and make sure you've got the right ECU and harness to make it work.

I'm pretty sure all you'll need is the correct OBD distributor and injectors and you're good to go. I'm not sure how the PCV system works on the OBDIIs though.
