tie bar holds 2 points of the suspension in place for better rigidity. a sway bar helps to keep the wheels on the ground under heavy cornering, resulting in less body lean.. maybe someone else can word it better than me...

a tie bar will hold the chassis together and eliminates flexing of the chassis, a sway bar will keep the car level-er which results in less understeer and better all-around handling.
A great combo that works, especially on a gsr (so already have front bar), is the Type-R Rear 22mm bar and the BSQ mounting kit (required to mount this bar on a non type-r subframe).
BSQ has a list of rear lower tie bars that work with his kit too, including benen and a couple others.
