I've never done or heard of this, but common sense is telling me that u should put the zip tie underneath the shift boot nearest the shiftknob so that it doesnt slide down. I could be wrong though.

you probably have to take off the center console so that you can get the boot out. just position the ziptie nearest the top(depending on how high you want it) and tighten it..

Until you need to remove the shift **** and/or center console for whatever reason (like taking the radio or climate control out, or the interior out).
Zip tie works well.

Obviously you wouldn't stretch the boot when you use a zip tie. Leave enough room to allow the motion of shifting. But it all depends on your shift ****. You can zip tie it near the base of the **** if the bottom of the **** is low on the shifter. Usually the shift boots can be zip tied near the base of the **** and it won't stretch.
dunno if you got your question answered, but me and my boy did this for his RSX-S. you have you disconnect the panel on your center console and lift it up. dont mess with the shift boot, just let it stay on the shifter. but once you have the panel lifted then reach under and zip tie the shifter right under the boot as high as it goes or where ever you want it. then drop the panel back in to place.
