Default RR Brake Problem

I have a problem with my RR caliper.

1) It leaks/drips a bit of brake fluid.
2) It seems to always be engaged like 15-50% with the e-brake off.

Take a look at these pics.

Does anyone have any ideas?

Thank you very much!

no idea, but you can buy rear disc brakes for like 50 bucks each.
