rpms won't go under 3k

I have a 01 gsr with a type r throttle cable and bracket and a skunk 2 IM. So recently my throttle has been acting up. When I push in the clutch pedal my rpms won't drop past 3k until I either put my foot under the gas pedal and pull it out ( even though it doesn't feel like it moves any) or if I just blip the pedal, then it drops like normal. I checked the cable to see if it was kinked somewhere or came off a mounting point but it's still attached securely at the IM, firewall and pedal. I then loosened the locking nuts a tad to give more slack at the throttle body and it seemed to help for a day or two and it's doing it again. I'm not sure if anyone has any other ideas to check or has heard of this happening but the cable is only 6 months old. Thanks for any help.

Most likely the TB, butterfly, [throttle plate] is sticking, or possibly the "pully".
Easy enough to check, disconnect cable at TB, start engine increase RPM with pully and release slowly, if RPM does not drop to normal, the problem is in the TB, if it does, it is the cable, a kink on the inner cable or just dryed out. 94
