rough steering movement?

intermitent power steering?
hey guys:
last few days ive noticed my cars power steering is very very jerky when i first turn the car on, like the power steering is cutting in and out. once i get the car warmed up the problem seems to go away, i checked the fluid levels, they are fine, and the belt was recently changed....what was cause this "jerkyness" or "intermitent p/s" when i first start the car??
