Default Clunking in Steering Column, Loss of Steering

Need some advice from you guys.

I just recently bought a '95 Civic. When turning hard at low speed the car would pop and clunk. I can feel it in the steering and in the steering column.

A week ago I put a power steering belt on the car. Problem seemed to be gone. Steering felt great!

Today the pop came back. Made a tight turn while parking and I lost steering -completely- and the wheel started turning left and right on its own. The power steering was noisy like a bad one does at full lock. It was almost vibrating. After turning car off, problem goes away on its own?

Any tips? Tie Rods looked fine to me, ball joints as well.

CLIFFS: Car pops at low speeds, can feel the clunk and popping in column and in the steering. Put power steering belt on, went away, came back and lost steering. Power Steering Noise and wheel turning left and right by itself.
