Rasing Compression
It is safe, but not removing the layer from your current headgasket... Buy a new one, then do it.
Or you can buy a thinner head gasket, from Mugen for example to raise yoru compression .4
If your head and block do not meet each other fairly flat however, you risk a head gasket leak.
What mods do you have done? Is it even worth it for you to go through this trouble?

Haven't done much mods just a CAI rite now...but i should be gettin gmy settlement check soon...and i'm planning to get headers and exhaust...then cams..basic build up process...will the high compression help my power at out? with these mod?
you should take a look in the all motor forum. alot of good info there. just soak up as much information as you can then when your comfortable with what you know get what you need.
As with the build up everything works in conjunction with each other. every little bit adds up but do it right the first time and you'll be a happier person in the end

Hehe. In March's issue of Turbo magazine it has an interview with a old drag racer. He mentions that he used to have a little gas powered scooter of some sort.
He wanted more power and heard you have to mill the head, but he didn't have money to go to a machine shop (he was 11) and he didn't have any way to do it.
So his older friend and him had a plan.
He took off the head, put in on some new concrete road stood on it and had his friend drive slowly in his pickup.
He said he actually got the head to seal up again and got more power. As we all know power is addictive and he did it several more times until the piston had no clearance and the engine wouldn't turn anymore.
