Default Random jumping idle

Every ounce in a while my car starts idling funny jumping from 0 to 2 rpm at a dead stop, I checked everything and its all on point, when this happens the check engine light comes on but it goes away if I turn the car off and on, I was messing around for hours today decided to pull the CPU and open it up, this is a 95 integra gsr with a b18c5 Motor and Japanese gsr tranny, the CPU I have is off a 95 gsr and I haven't had any problems with it in the last few months, when I poped the cover off the CPU this is what I found, there is a lil burn mark if you can see it.. Could this be causing my random check engine lights and funny idle if so do you think a p28 would do me justice I'm short on cash and my frind got one for 80 bills, my setup is b18c5, Japanese gsr tranny, skunk 2 intake manifold, and full magna flow exhaust with type r headers, any help would be apreciatted.

My guess is it is a problem with the ECU/ECM, [CPU] burn marks indicate a short or poor ground, either way it needs to be fixed before another ECU/ECM is plugged into the system. 94

Do you think that lil burn would cause my random check engine lights and jumping idle?

That "little" burn mark is a very bad thing: it means you've likely got some kind of short somewhere.

The component right next to the scorched pins also appears to be burned; it's hard to tell in your blurry, low-quality photo.

The damage seen in the photo could definitely cause your problems. I would not swap in a new ECM (not "CPU") until the cause of the short is found and fixed, otherwise you stand an excellent chance of wrecking the replacement ECM.
