Are your HIDs connected through the stock plugs or are you using a relay connection of some sort directly to the battery? Just from what you have said so far I would guess your ballasts are going out/damaged by the jump attempt on your friends car or the wiring is damaged somewhere. It also may be your headlight switch behind the steering wheel. Unfortunately I am not sure of the first step to test the theory. Do you have a spare HID kit or someone elses you can test on your car?
i did not use the relays i was told to but put them in without to see if they worked and they did. so i never got to it ive had these in my car for over a year with no problems some times it works fine sometimes the driver is out the funny thing is once they are on and working they do not cut out this is why im puzzled would a voltage drop below 14v only power one and me turning it off and on a few times draw more untill the other cuts out the pass only goes ut after im trying to get the driver side to go on by flicking the light on and off
If you changed the ballast and it still does it then your wires might have worn down from the initial amount of power needed each time to "ignite" the ballasts. I read about that in some article on HIDs in a non-HID stock car. The easiest way to fix this would probably be to buy a relay kit or make your own. The amount of power needed to trigger the relay should be no issue for the wires in which ever condition they are in now. Also, this is recommended from beginning, regardless.
A site I have shopped with previously is ddmtuning.com but I do urge you to do some shopping around and research for yourself in the case you find something better and/or cheaper.
Only other solution I can think is test the wires between the headlight connectors, the fuse panel, the headlight switch, etc. The correct voltage may no longer be being provided.
