Default Radiator installed and doesnt cool engine

I put a civic rad in my DA and hooked it all up and filled it up and went for a test drive and it shot right up to H. I turned it off and wait a few hours and drove it the rest of the way home.

-brand new
-OEM integra pipes on it
-the pipes on the engine seem dry
-radiator seems like it is not flowing, it is cold to the touch and 1 minute after i shut it off i stuck my finger in the coolant and it was cold

is there like an air bubble in there or is it my water pump or what
