There's a hole on the lower timing belt cover on a b18a, through this hole there's access to a bolt, is this the belt tensioner bolt? I just need to loosen the belt to put it over the cams and I don't have enough time to take out the pulley and whatsnot. Thank you.

 

Yes that bolt loosens and tightens up the timing belt.
