Noise when turning straight or turning left
I thought it was my chunky winter tires that were making a the loud noise, but it is still there after I put the summer wheels on. I notice it when I am driving straight and getting worse when I turn left. If I turn right, it goes away.

You didn't describe then noise but CV joint is usually a clunking noise.
If its a buzzing noise its probably a ball joint. I bet its the ball joint anyway if it makes the noise when your just driving straight.

Its a whining noise and not a clunking noise. That is why I originally thought it was the tires. I know that I need a new tie rod on one of the sides (probably both) but that shouldn't be causing this noise.
Would the wheel bearing change sound when turning?

Yea it would. When the wheel bearing went on my freinds integ it would make a buzzing noise when driving straight but when he turned the wheel to the right just a little bit it would stop.
