Thats your bellows boot , even just changing the boot may not stop the problem . Your better of changing out the whole unit . Do some junkyard searching and see what you can find

Yea if oil looks like axle grease sure , its not power steering fluid and it isnt oil . Its grease , at the minimum attempt at changing the boot

Sorry, I didn't expand the pictures the first time. I was thinking you/somebody might have spilled oil when the filter was changed.
DS002 is right, its clearly grease. Try changing the boot, if that doesn't help you might have to replace the entire unit.

I'm pretty sure those boots do NOT hold in power steering fluid. The fluid is more internal to the rack itself. I replaced my outer tie rods and the boots about 15 months ago and nothing leaked out when I removed my old boots.
But I will agree, changing those rack boots is a royal PITA with the engine still in the car. I would probably go ahead and get new outer tie rods ($30/side from Baranco) and put on new boots, then get the car aligned.

That boot in the picture is only a dust boot. It is not ment to hold any power steering fluid. There is a seal behind that boot that does hold p/s fluid inside the rack. If that seal is leaking, it will collect in the boot and start to leak out. to see if this is the case you dont have to replace the boot. Only remove the clamp holding the boot to the rack. Slide the boot away from the rack and see if there is fluid inside it. No need to remove the tie rod. Or just try squeezing the boot. If there is no fluid in the boot your problem lies somewhere besides the rack.
