buy some air craft remover...........spray it on (with the valve cover off of the car)...let it soak until the paint wrinkles up, then get a hose, spray off the paint, have a toothbrush or something durable to scrape off the stubborn paint that doesnt want to come off.........once all the old paint has been stripped off, then prep the valve cover for painting. *people prep things for painting differently. Once thats ready, get a can of wrinkle paint vht. Possibly do a search on google/froogle to find where to get it. put on a few coats, and wallah! If you want to keep your lettering bling, put vaseline on the letters or whatever you dont want painted....after paint is all dry, get a blade and scrape off the paint on the lettering..should peel off like butter since vaseline is an oil based product. paint and oil dont mix

go to wal mart and get a solution called aircraft remover(back in the automotive section) it takes paint off like nobodys business. buy high temp primer and high temp paint in the color of your choice. its pretty self explainatory....get all the paint off the valve cover, primer it, paint it. while you are at it you might as well throw in a new valve cover gasket. hope it helps....ps i think http://www.g2ic.com has a good write up on this with pic.
