Default Electrical problem? Gauge Cluster doesnt work right.

I bought a 95 Integra sedan a few months ago, it needed an engine that I new of. I got that done and it runs great but I havent been able to put it on the road because Im haveing a few other problems. I noticed the the Gauge cluster didnt light up, the temp and gas gauges do not work, the green turn signal arrows and high beam signal light up very very dim, all other warning lights work and are bright. When I hit the left turn signal the cruise control light sometimes will flicker once. Also the radio was completly hard wired and by passing the factory harnes all together. even the speeker wires were bypassed. First thing I did was change the cluster, It did the exact same with a cluster I know that works. When I did that I noticed behind the cluster the dash wire harness was hacked up, looked like a melted wire might have shorted something, but was all torn apart like someone had tried sourceing the problem. I needed to replace the dash anyway because of a huge razor blade slash so last week I took out the dash and replaced the whole dash harness. I hooked up the cluster, started the car only to find I still had the same problem! with the new dash harness. I havent checked the radio section yet though but that is the last of my worries. Please if you know what this could be or a suggestion on what I can check next would be great.

That was the harness I removed, It was all torn up.

Its a little riced out but its a project, Rice wheels are gone, fenders are stock now, tails are stock now, fogs are gone. Just need a 98-01 front bumper and a few doors then going for a paint job.

Id go though and recheck all you connections again. They could of messes up the ECU with **** being cut and shorted try a different one and see if that fixes it.
