ECU not communicating with scanner

ECU not communicating with scanner
So I checked with my scanned on my 97 Gsr with jdm Gsr swap. It only said it can't communicate. Then today I failed emissions for the same reason. I looked at the dlc connector and it only had five pins and wires. There is suppose to be nine! There are also two non oem cut wires near there. This thread is exactly what I found?

Re: ECU not communicating with scanner
DLC pin 16 should have 12volts pin 4 and 5 are + - grounds these three send power to scan tools. If voltage is not there wiring will need to be sorted out. I will post a wiring diagram tomorrow to help.

Check your accesory fuse (cig lighter, radio, dome lamps) Usually if theres no commuincation theres no power at the dlc. And most of the time its a blown fuse.
Check fuses 27,30,32 under the dash
