It's under the carpet. My friend GS has it, well i think he has it. It's been awhile since he gutted his car, but I did notice some more "braces" oh his car that wasn't on mine. he has a '98 and i have a '94

The one on your DA is different.
The bar found on 98-01 Integras is to protect occupants in case of a side impact. JDM Integras do not have this bar.

I know quite a few people remove those from newer Integras for weight reduction.
So really you could go either way. Either tell yourself that you're reducing weight by removing it (makes kaa fastah!!!) or tell yourself that you'll leave it in because Hype AAARRRRR's have it and you gotta be like da Hype ARRRRR's y0!!!

What is it about japan, they dont care about safety? or do they think since there JDM they are all better drivers? Their bumpers dont have the same reinforcment for safety as ours do either....

No it's probably the fact that you can be the dumbest person in the world and yet the governments of this nation will still allow you to get a drivers' license. In Europe and Japan and other parts of the world it's extremely expensive to own and operate a car and to get a drivers' license, and they actually TEACH you how to drive and handle and control a car. Over here the safety standards have to be much higher to protect us idiots from ourselves (and also because it seems like everybody is lawsuit-happy in this country).

I think the JDM bumper is probably just as strong as the USDM bumper, the main issue is that we have a completely retarded law concerning them that specifies a minimum square inch surface size. So, even if you have the world's greatest engineered bumper, far safer than any other bumper, if its "too small" it won't pass US legalization.
In terms of the rear seat support in newer tegs. I've heard a few different reasons for it, but side impact seems the most plausable. The other that I've heard is that we, as Americans, tend to put heavier people in the back, and that brace will help keep the floor from being distorted / damaged from excess weight in the back seat. Not sure if I believe that reason though...
