91 Integra LS - Stock Headlights. Problem.

Quick questions, I havent' really driven at night due to working 6am - 6pm. The sun goes down at 7 or 8pm and I just noticed something different about my headlights when I turn it on.

When I turn on my headlights, not the highbeam, my passenger side shoots brighter and higher than the driver side.. It's misaligned i believe.

I asked a friend who owns a Integra and he said it's suppose to be like that ...

WHen I took off the bumper I also took off the headlights and I noticed there wasn't a level thing ontop or any thing to adjust to make it shoots down..

Or is there?

Help please.
