Default DA9 B18A1 overheating issue

So my 93 Integra RS has been heating up lately. Now, my radiator fan doesn't function properly which I believe helps it overheat but I think there's more to it. Sometimes when it's overheating and I'm at a stop I put it in neutral and start revving it and holding it at around 2k. A lot of the times when I do this the temperature goes down which I find is strange. Any help is welcome.

You need a new water pump and you need to fix the rad fan problem.

The rad fan is needed for when the car is not moving, [no airflow].

Upping the RPM will "move/pump" more coolant by a bad water pump. 94

I see. Is there a way to confirm this, definitely not a cheap replacement.

Also, I never have my A/C on because when the A/C is on it REALLY overheats.
