car was cold, took the radiator cap off put a funnel in the hole, turned on the car and put the heater on full blast.

squeezed top and bottom radiator hose, bubbles would rise to the top in the funnel and just "pop" or go back in, is that what its supposed to do? it started to get a lil low so i re-filled it to the top. did it till there was minimal to no bubbles left, it got to normal operating temp but the fan didnt turn on. both radiator hose's were both still cold/luke warm is that right?
