Icon2 brake problem..

Okay so i just got my 95 ls integra auto and when im driving down the road and hit the brakes they brake good until im completely stopped thats when the brake pedal starts going down slowly...i checked for any leaks and no leaks, then i bled the system and everything checked out okay....so i decided to check one more time under the hood and saw that the abs system was cracked and didnt have any fluid, could this be the reason y the brake pedal goes down to the floor when im at a stand still

x2 definitely. The seals are good enough to give you line pressure, but are allowing fluid to slip by causing the pedal to sink.
