B18C1 timing problems

ok, so here's the problem. 94 B18C1 in an EG. timing will not get to spec (16 deg)
Motor has been in car for over 3 years. this problem is new. no codes. motor was rebuilt recently to run a turbo. He changed timing belt and water pump. Water pump is from a DOHC Del Sol. timing marks all line up but when timing is checked it is advanced about 10 degrees and distributor is way back. Also has an Unorthodox crank pulley. It has been on there.
so only thing we can think of is the mark on the water pump is different between the two pumps. Anyone know for sure?

there is no mark on the water pump
take pins an put them in the cam caps to keep the cams at tdc
line up crank at top dead center, and work clockwise putting the belt on
sping the motor by hand a cpl times and then see how it goes for ya

Isn't there a little mark on the water pump? a little triangle on the housing and thats what you use to match up the line on the crank?

HMMM.. ok so does anyone know if using a DOHC Del Sol pump would be a problem?? We've done plenty of timing belts on B-series motors and this if the first time either one of us has encountered a timing issue.
BTW he is using Unorthodox cam pulleys and crank pulley. He put the cam pulleys on recently as he had AEM's before. I would think all the marks are where they are supposed to be.

its not the water pump im not sure what you are lining up with on there.. the TRIANGLE mark you are looking for is on the OIL PUMP... and dont use the crank pully to set cam timing.. have the CAMS at TDC with little 5mm punches or whatever to stick in the oil holes in the cams through the cam caps.. then take the crank pully off and use the LINE on the SPROCKET on the crank and line that LINE up with the triangle mark on the oil pump that is TDC for the crank.. make sure the tensioner is lose and slide the belt on the bottom of the sprocket carefully not moving it then route the belt around tensioner and slide the belt over the cams at TDC as best you can... the little LINES on the CAMS that face each other ( they are at 3 o clock on the exhaust cam and 9 o clock on the intake cam never really line up perfectly to the T so dont be too worried about that... have a friend use a coat hanger on the tensioner and pull up on it pretty tight while you turn the crank counter clock wise to take up the slack on the top , back and front of the belt... the front side of the belt should have slight deflection enough where you can twist the belt like 1/4 inch inward but no more than that...

that little white mark in the crank pully is for lining up with a different mark on the lower timing cover for checkig your timing and setting your ignition timing..
