92 integra ls sedan need help with project car

my EVAP canister has 4 hoses. 3 on top and 1 on the bottom. the bottom one isn't connected to anything and is too short to reach anything in the general area. is it supposed to be vented to the atmosphere or connected to something?

It is the EVAP drain hose.
